Gtx 1070 gaming 8gb has worse performance then my old gtx 960.

I recently bought a Gtx 1070 gaming 8gb and it has very low fps.
I've changed the power settings to max performance mode.
My fps in league of legends is 40- on all high without vsynch on.

Here are my specs:

Gpu: Gtx 1070 gaming 8gb
Cpu I-5 6600k 3.50Ghz
16gb RAM
Windows 10

I also made a heaven benchmark:

Yes I removed the old drivers and custom instlled the new gtx 1070 drivers from the website.
