gtx 1070 geting worst over time

hello my gtx 1070 is always going down in preformens from the day i got it when i got it it ran ow @210-240 fps then i started using a 144hz monitor (it has freesyc if that metters) temps are around 60c boosts up to 1949 mhz (cpu i7 7700)

It would help if we new what your other equipment was and what you are playing for games also when you say boosts up to 1949 are you referring to the GPU?.
