Question GTX 1070 Help

Hi, guys, I need help, I'm 99 percent sure that my GPU is dead and I am looking for advice, the fans spin very fast and the MSI logo lights up on the card. There is no display coming up but I can hear windows in the background, the GPU does not heat up whatsoever not even a slight bit so that's why I'm sure the GPU is dead I am just looking for advice on how can I be sure there is a short circuit on my GPU and if it could be replaced. I have a digital multimeter and a soldering iron and such I just don't know how to find the short.

if that GPU was shorted out, your PC wouldnt even turn on
try another output or use mainboard output (if you have integrated gpu included in your cpu)

Thanks for the reply, I checked it with the other PCI slot I have and it still does not work currently using an rx480 8gb in it now

Update: just confirmed the 1070 does heat up when the fans are disconected..still have not fixed any help is really appreciated..
