Gtx 1070 & i5 4670k massive stuttering with CSGO only?

Can't seem to get past 80fps with my current build. Dips down to low 20 in fire fights

Idle CPU:42,
Load CPU: 72

Idle GPU:
Load GPU(csgo): 54

Assuming those numbers are degrees Celsius, no problems there. What about the clockspeeds?
