GTX 1070 + i5 4690k resulting in low fps

I recently upgraded to a Gtx 1070 and realise i've been getting much lower fps than i expected. In csgo i struggle to get over 200 and sometimes drop below 144. I Know Csgo is a cpu intensive game so i also overclocked my cpu to 4.3Ghz. Btw csgo is on all low setting and 1920x1080. I tried to play Ghost recon wildlands and was getting an average fps of around 40 when on all low settings. I have set the nvidia settings to high performance in nvidia control panel. Reinstalled drivers and had no improvement.

CPU: i5 4690k 3.5GHz (now OC to 4.3ghz)
GPU: Gigabyte GTX 1070 Founders Edition
Motherboard: Gigabyte Z97P-D3
RAM: 16GB Hyper X Fury
SSD: Kingston 120GB
HDD: WD 3TB
 
Hmm...Maybe the CPU or the GPU isn't using it's full potential...Use MSi afterburner while playing a heavy game and tell me the usage...Gonna sleep now...Gonna come next morning sorry
 


Fallout 4 Ultra Settings:
GPU usage 93%-98%
CPU usage 83-88%

GTA V High Settings:
GPU usage 96%-99%
CPU usage 87%-91%

Csgo:
GPU usage 28%-36%
CPU Usage 88%-92%
