GTX 1070, i7-7700k and only getting 5 fps in PUBG

I have had my PC for about two months. Most of the time I get 60 fps or above on ultra but today it won't go above 5 in PUBG. Also in paragon it will not go above 10 fps when I usually get 140. I don't know what is causing this.

Specs:
Geforce GTX 1070 8GB
I7-7700K
MSI Z270
16GB DDR4
120GB SSD
2TB HDD

It was at 99C. After waiting for two hours it was back down to 70C but in a matter of minutes it was back to 99C. I had just reset my computer and updated my drivers.
 


99C is not normal. Something is wrong with your CPU cooler or it's not mounted properly.

EDIT: Do you have one of those sealed liquid cooling units? Your water pump might have gone out.
 


Yes I have a sealed liquid cooling unit.

It sounds like you are experiencing the same thing. I wouldn't even power the system on until the cooler is replaced. You should definitely not do anything CPU intensive like playing video games.

Yeah something isnt right with your cpu cooler, check the pump is getting power - is it plugged into a motherboard header? If so go into the bios and make sure that motherboard header is set to 100% or full power. Only the fan should be on variable.
