GTX 1070 load going up and down

I have a GTX 1070 paired with a Ryzen 1700x with a 750 watt supply and whenever I play any games my GPU load goes from 100 to 1 percent for like a second but it does so constantly. I checked my temps and they stay ant about 40 to 50c the highest I've seen it go is 60c. What can I do to solve this? I've tried everything from doing high priority to cleaning the dust off the computer which there is none cuz it's brand new, all drivers are updated and everything. I'm lost of options.

The spikes are really sporatic as well as sometimes it's consistently going up and down and sometimes it doesn't happen for a while, I have noticed tho that if I put my MSI afterburner into OC mode it tends to do a better job in certain games.
