GTX 1070 low fps in Minecraft?

Hi, so I recently bought an Inno3d GTX 1070. The card performs pretty much how I expected it to on every game except Minecraft. Prior to buying the GTX 1070 I had an AMD FirePro V5900. When playing Minecraft with all my forge mods loaded (13, all are just pvp mods like toggle sprint, optifine, ect.) I was getting 200fps and it would sometimes drop to 60fps in intense areas (rarely). Now with the 1070 I am getting the same frames if not worse. My computer is a Dell Precision T3600 with a few mods. I've got a 256gb SSD along with a 500gb hard drive. I also have 16gb of ram @ 1600mhz (fastest my cpu can use). My cpu is a Intel Xeon E5-1650 0. I have not added any mods or changed any settings and it is recognising my 1070 so what is the problem here?

ram speed is limited by the motherboard not the cpu

your cpu is pretty weak for a 1070 @1080p for gaming its basically an i5 3470

you are most likely cpu bound, run a benchmark like 3dmark and compare your cpu to similar setups and see if it is scoring as it should
