GTX 1070 low GPU usage in Battlefield 1 leading to low FPS

I recently got a new rig (i7 8700k + GTX 1070) so i tried out battlefield 1. Fps is unstable and in some cases (e.g 64p Operations) it can go as low as 45. I'm playing on 1080p @ 60fps cus i dont have enough bucks for a new 144hz monitor as of writing. It doesnt matter if i play on all Low or all Ultra, the GPU usage does increase if I set on higher graphics but the avg fps remained mostly the same. I've looked around everywhere and tried out everything i can find on the internet (did driver clean installation, re-installed game, changed to "prefer max performance" in nvidia control panel, turned off Xbox dvr, etc.) and nothing seems to work. I tried oc both GPU and CPU but since the problem is from low usage that didnt seem to work.
I have 2x8 gig RAM @3000MHz and it's correctly installed for dual channel (as i can tell from CPU-Z)

When i play on low settings and get <60 fps my GPU usage is mostly <40%, while my cpu usage is around 40% to 60%. I'm using water cooling so both cpu and gpu have ~50℃ so the problem is not from overheating.

Performance in other games are fine, i have ~120 fps in Rainbow six with high/mid settings, ~150 in Overwatch on high settings, ~100 in PUBG and 120-140 fps in Battlefield 4 (which is ironically using the same engine as bf1) on high settings.

Even in menu i have 200 fps while it eats up 98% of GPU but in game it only uses a third. Its been bothering me for almost a month now and i really appreciate ur help. Its my first time posting here so please tell me if im missing out on system info or stuff. Thanks in advance!

MB: Gigabyte Z370 Aorus Ultra Gaming
CPU: i7 8700k @ 4.3Ghz
GPU: GTX 1070 6G
RAM: G.Skill Ripjaws 2 x 8GB 3000MHz
OS: Windows 10 Pro 64bit

around 8gb in menu and 9.5-10 gb ingame depends on map size / game mode. i would say its pretty normal cus i have 16gb

Did this just randomly happen one day or did you do something before hand. Adding new hardware or software or anything?

Ever since i put up my new PC. I set up a new rig with some parts from my old pc like power supply and hard drives, but most components are brand new. And the problem occurs

I did, actually i did 2 reinstall, one when i first set up my new pc and one after i messed up with some of my settings and windows won't start (so i reset my pc and reinstalled it again)

The problem only happens in Battlefield 1. Probably Watch_dogs 2 as well but i dont play that very often. I play competitive FPS games mostly and as I listed above, R6S, Overwatch and pubg worked fine

I recently had this issue too running my GTX 1070 with a intel core i5-6600k. I would get about 40-35 fps on low with 1080p 60hz, even though i had a 144hz monitor. What i did that surprisingly worked was inserting my gpu into another PCI express slot, then reinstalling my game, then making sure the in-game video settings are back to default. then once i applied the settings to ultra i was getting about 71-80 fps with 144hz resolution. hopefully this works for you.
