Question GTX 1070 not reading power consumption, stuck in idle

I recently bought a used GTX 1070 (EVGA) that has no problems connecting and being recognized by my computer but 1. seems to be stuck in idle (core clock ~159 and memory clock ~800) and 2. Does not read power usage, specifically when I open MSI afterburner (or greenwithenv, or whatever) the power consumption is read as 0 W. I saw one post with a similar issue saying that it may be an issue with the power controller, is this something that can be fixed reasonably easily?

Also to clarify- core clock is at 139 MHz and memory clock 405 MHz resting, under stress memory goes up to 810 MHz but core clock doesn't change.

Hello. I'm having the same issues with a gtx 960 with it being stuck at 810mhz memory and 135mhz core. I read somewhere that it means my gpu is in a failsafe mode, Meaning its on its last legs trying not to fully die. https://www.techpowerup.com/forums/...ock-stucked-at-135-mhz-please-help-me.260828/
