gtx 1070 not running properly

I have asus GeForce GTX 1070 DUAL OC 8GB GDDR5 and i dosen't run properly.
I'm having low fps in many games like in battlefield 1 i can run the game with 60-80fps at lowest video settings, sometimes i goes under 60fps like 45-50. Also i can run pubg on low settings but it goes also 60-70fps and under 60fps easily. So i have no idea what's the problem
my specs:
graphics card: Asus GeForce GTX 1070 DUAL OC 8GB GDDR5
ram: 16gb
psu: 500w
processor: intel i5-4600

It is likely that your CPU is the bottleneck here. That i5-4600 is only 3,2GHz.
