I just got rid of my 2 GPU's looking to upgrade .

My monitor is pretty mediocre . It is a Lenovo Thinkvision LT245P. My question is ... should I get a GTX 1070 or a GTX 1080?

It'd help if we could learn of your PSU's age and what your previous card was in the system...?
 
If you are sticking with that monitor/resolution a GTX 1070 is plenty; provided you have the power supply to handle it and a decent cpu like an i5 or i7 (though an i3 would be ok, just taking a hit you don't need to in some cases in terms of fps).
