I'll start off by saying I've never built a computer before and am having a more experienced friend help me. So i'll probably sound like a moron, forgive me :p
The cpu is a Intel Core i5-4460, and it will have 16 GB of ram. I have a 1080p monitor.
I'm trying to decide between the GTX 1070 and the RX 480. I want one that can run games like BF1, Overwatch, and Fallout 4 at max settings. Will the RX 480 do great, or is the GTX 1070 worth it for the extra money?

Solution
At the Microcenter store here today the lowest price for a GTX1070 is $399.95, GTX1060 is $299.95 and the RX480 8 GB is $239.95 (open box $199.95). Part of your answer is dependent on your price tolerance. If money is no object go with the GTX1070. With your current CPU choice all three cards will drive 1080P all day long at the highest settings possible. I personally like the amazing display of the RX480 8 GB on a suitable Windows 10 PC at 1080P, 1440P and even 4k @ 60hz. If you have friends with either card, take a look for yourself before deciding.
