My system spec are
Intel i7 4790k
Asus Z97-Pro Motherboard
Coarsair 16gb DDR3 2400mhz (2x8)
Asus Strix GTX 1070 OC
Corsair Builder Series CXM 750W Modular 80 PLUS Bronze Certified ATX/EPS PSU
Corsair Hydro Series H55 High Performance All-in-One Liquid CPU Cooler
Crucial CT240M500SSD1 240GB M500 SATA 6Gb/s 2.5 Inch Internal Solid State Drive
Seagate 1TB HDD
When i play rust on medium settings my gpu is running at 99%, when i bump the graphics up the gpu dips to about 70% and the fps drops. Ive noticed in MSI Afterburner the power drops to the gpu when i bump the graphics up.

Its about half way through the graph when i turn up the graphics. You can see from the fps, Power% and FB usage dips.
What do you think could be causing these issues?
Ive tried:
1-uninstalling all Drivers (using DDU to delete all previous AMD files and used cclean to clean up registry) installing lasted Nvidia drivers
2-re downloading game
3-installing on SSD
4-Running Rust as admin and high priority.
5-Chaining Nvidia control panel option (power management etc)
6-Changing power cable to gpu from psu
7-Unparking cores
8-Changing steam launch options
9-Disabling steam overlay
I know the game is in alpha but ive seen people with simular rigs on youtube getting 100% gpu usage and decent fps.
Any help would be greatly apprechiated
