Gtx 1070 performance issue

Dear highly respected internet people!

I just built my ever first gamer PC even though I'm a noob on this subject. After I run a benchmark to check that everything works fine I had to face the fact that my loved gtx 1070 is underperforming by 10% compared to the other 65k test was run by the same benchmark engine.
What I have:
Asus z270p, I5-7600k, 1x16Gb 3000Mhz Corsair, Samsung s850 EVO SSD, 55" 4K LG tv with a (Win)set resolution of 1440p and a Palit NE51070015P2-1043D GeForce GTX 1070.
What I tried:
Brand new win10
Up to date Nvidia driver
overclocking the CPU just a little bit
temperatures are ok

Can you please help what else can I try?

Could be down to you simply running single channel memory? Most setups would be using dual channel

Can I identify the cause without purchasing another stick of 16gig ram?

Also I checked GPU-Z after multiple hours playing Prey, and it said that the reason which capped 60% of the time my GPU performance is
limited total power/reliability voltage/operating voltage, the rest of the time (40%) it was idle. I have an EVGA 650 GQ (Gold) which should be absolute overkill for my system. Any idea how can I test the PSU reliability with a software or should I just send back the whole PSU?

Low performance shouldnt be down to that PSU, its a good unit anyway.

What are your CPU temps?

Have you checked Vsync isnt forced on in the nvidia control panel?

Vsync is off and my FPS goes way above 60.
The temps on all four cores are the following:
Min: 27-28C
Max:67-70C
Avg:53-57C
After 40 minutes intensive gaming.

Also I downloaded a different software to check data (HWinfo) and this reports the same thing for my GPU performance:
GPU limitation (max):
Power - Yes
Reliability voltage - Yes
Utilization - Yes
Thermal - No
Max operation voltage - No

You say that the PSU shouldn't be down to low performance, but these results are without any OC on the GPU or CPU. I would try to OC a bit but I'm concerned about the lack of power. (Can it be that my PSU is faulty and cannot provide the expected power outage?)
