GTX 1070 Performance issues

I just recently built my first PC with zero problems at the start, everything was working like it should've worked and i didnt notice any issues at all, i started out with all the parts, except for the GTX 1070 as i couldn't afford it at the time, but after christmas when i had gathered enough money for a GPU i bought a 1070 as it was (still is) my dream GPU.

I installed the GPU without problems, Downloaded the correct drivers, OC utility (ASUS Gpu Tweak II), fraps to see my FPS in games, then starting with some games to see my *EPIC FPS*... I started with Counter strike:Global offensive which had great framerates at the lowest setiings i was using before getting the gpu and turned up the settings to try and utilize the 1070 a little, i was then dissapointed only seeing around 20-40 FPS on settings that werent even high.. I looked at the temps, clocks and usage of the gpu and saw that the gpu was active, but not really over 35% load, the clocks and temperatures were normal as they should be in games, so i thought that i might try a more Intensive game, so i started up Subnautica (which ran horribly without any gpu before installing the 1070) and set up the recommended settings for me (medium water quality and high graphics, GSync on) and it was a better experience than with the intel graphics 530 i was using before, but no more than 10-15 fps better, laying around 20-35 fps all the time with framerate drops here and there while exiting and entering water. So i looked at the nVidia control panel and in 3d settings i changed the power saving function to prefer maximum power, started the games again and didnt notice any difference.. so i looked up some posts here and tried just about everything, reinstalling drivers, reinstalling windows, other releases of drivers, removing OC utility, reinstalling gpu, installing graphics driver only and so the list goes on...

None of the solutions to others problems like this have helped, and i'm really just confused in this situation..

I am glad to say that i have solved the problem, it had nothing to do with Nvidia, Asus or gigabyte (my gpu and mobo maufacturers) The problem was in Windows 10 itself, allthough i don't nessecarily know the problems Cause, I am 90% sure it was in Windows.
So what did I do to solve the problem? I basically reinstalled Windows 10, and the reason is that I had tried just about everything except this allready.

The only cons i had to doing this was loosing game data, files and applications i installed before reinstalling Windows, but do note that you should reeinstall it using another flashdrive/cd, since that could be corrupted, and the cause of the problem, You can of course use the same USB flshdrive, but reinstall the Windows...
1. Without a monitor redolution, can't really begin to address the problem.

2. I assume that you started with the monitor cable connected to the MoBo. Then you put the card in.

3. Did you move the cable from the MoBo connector to the GFX card ?

4. When you booted for the 1st time, the BIOS saw no card and automatically" set it up to run off the IGP ... that setting might not have reset ... try going into BIOS and setting all settings to default; might want to even try resetting CMOS. Do not apply any CPU / GPU overclocks

5. Once done, go in and see if IGP is active, you can turn it off if you are not using the MoBo connector.

6. Would suggest uninstalling all things nVidia AFTER making sure you have stopped Windows ability to download / install HW drivers

7. may want to use a registry cleaner to find and remove all things nVidia if you are comfy using ccleaner or an alternative

8. Reboot and stop windows from trying to install anything if it tries. Install latest nVidia drivers.

9. Run a game for which you have a reference fps for your resolution ... there's 17 games here, use the same game settings:

Sadly, this hasn't fixed anything, same bad framerate at low settings as before, alltohough i wasnt able to test any of the games you listed since i do not own any of them.... i have tried every single thing you listed twice, so this is not the solution for me.

At this point, I'd get on the phone with Asus. Ya going to have to do 2 things first:

a) Update everything that's not current (BIOS, drivers,) for the MoBo and GFX cards

b) be prepared to lie and say that you installed it in you friends box with an Asus Hero, whatever and it was the same thing ... TS always tries to "blame the other guy" to get you off the phone.

Tho I would try these first.

Download HWiNFO, Asus Real Bench and Furmark.

1. Open HWiNFO (sensors only) and move window to right side of screen, extend to full screen high with width allowing you to see all columns

2. Run RoG Real Bench (benchmark test takes about 8 minutes) and record minimum and maximum voltages on 3.3, 5 and 12 volt rails.

3. Do the same thing with Furmark

See what the % variance is from the nominal voltages ... for example

If Max. 12V =12.25 ... (12.25 - 12.00) / 12 = 2.08% ... that's pretty good
If Min. 12V = 11.35 ... (12.00 - 11.35) / 12 = 5.42% ... that's very bad

Anything outside of 5% fails to meet ATX specs.... I look for 2% for moderate overclocking and 1% for high overclocking. If outside ATX spec, have PSU replaced

Open task manager / processes tab and look at what is using CPU cycles... click on the top of CPU column to put what's eating most on top ... if you don't recognize something, rt click on it and end it. If you close something you shouldn't will have to reboot. See if closing these 9if they exist) helps. Might also want to look at View in the menu bar and add columns for memory / IO. If anything eating a lot. ose it down and look at card again.

If no gain, get on the phone/
 


Everything seems normal on these benchmarks :/ I guess I only have one thing left to do then.. I would call if it was avalible for me, but sadly it is not, but the voltages under the benchmark were 12.024 min and 12.56 max, if I didnt do something horribly wrong, this shouldn't be a problem..

If anyone else has this problem, consider doing what the helpful members of Tomshardware have said for an example in this thread, and reinstalling windows should be the last thing to do if the other solutions do not solve your problem, i say this because you will loose your files if you do not have them copied to another drive. This also means that this could work if you have a different Graphics card as well as this problem.
 
Solution

Yeah, but it wasn't really that bad since the computer is new, i only had around 70 GBs of disk usage and probably half of that was for games that i had steam saves on. :)
