GTX 1070 Performing Better after Fresh Restart

I have a Nvidia GTX 1070 and I have noticed that after a while of my PC being on, it seems that games feel a little less smooth. I tried restarting my PC because I could've sworn that it would fix things and it infact did. I got around 20 more frames and it made it smoother to my 144hz refresh rate. I did also notice that my GPU load was under 100 when it felt different but my clock speed was at 1800 which is normal. Is there anything I can do to make sure I'm getting maximum performance? My cpu was running at 99% as well and all the temps of everything are well below overheating.

That sounds perfectly fine. 4k is very demanding, ESPECIALLY for a 1070.
Don't worry about GPU load so long as temps stay at good levels.
A good indicator is when it starts to hit 75c, take a break, or set your fan curve to crank up once it hits 70.
Just manage your temps better and you'll be set.


Set performance and power usage options to maximum in the Nvidia control panel, under 3D settings usually, and adjust to a higher fan curve in MSI afterburner.
 
My power settings are max and my curve is pretty aggressive I believe, do you think this could be caused by other programs running like chrome? This issue isn't a huge deal but I do enjoy the smooth feeling when I move my mouse when everything works fine.
 

Yeah, most likely just background programs and anti-virus stuff running in the system tray.
When you say that games feel less smooth, is it due to frame rate instability?
 


I think it is frame instability, I guess I had higher standards since I upgraded recently. What happens is I get around 140 fps and then when it drops to 90 or something it seems like it's a bad drop. I mostly tested this on Black Ops 3 single player but I have tried BF4 and it seems like a restart doesn't really make a difference there. I'm just worried that something may be wrong or I messed something up building. In games like Overwatch I don't notice much of anything so I'm not sure if this is just me being paranoid but I do notice a frame rate difference after restarting, not much but still. Can a section of the game that had lower fps make the game seem choppy when I move my mouse over it? I'm mainly noticing this when I move my mouse a lot and expecting a smooth scan.

 


It is probably just intensive scenes or sequences, all graphics cards will jump up and down in frame rates depending on the graphical intensity of the situation being rendered.
If your mouse movement is choppy, it could be to do with your mouses software if it has any.
Try fiddling around with the mouse polling rate, turning it up and down to see if this solves your issue.
The only other thing I can think of that may be causing what you describe as spikes and instability is thermal throttling, but as you mentioned, apparently all your temps are safe.
May I ask what they are?
 


I usually don't hit 80C any time, I can try turning fans higher but usually when clocked at 1800 mHz I stay around 72-79C. The mouse thing could be it, I've noticed stuff like this on my older computer but I feel like it's just minor screen tear. It's easier to see when I move my mouse very steadily, and this isn't something I notice with my mouse pointer on desktop so I'm pretty sure I can just turn my games down if I want stable frames >144
 


Those temps are quite high, you don't want to be going above 75c typically, above that you start to see thermal throttling a little, especially with the founders edition, which you have.
Turn up the fan profile a bit, the thing sounds like a jet engine, but at least you won't be suffering from thermal throttling in games. The mouse thing might not be the problem after all.....
 
It seems to be better, temps staying at 69 or so, but GPU load kind of goes up and down around 60-80% is that normal? I tried render resoultion at 4k and got 60 fps and that made the gpu load 99% but I'm not sure if it should be 99 at 1080p
