Question GTX 1070 - please power down and connect pcie cables.

Ryzen 3 3100

Bought my pc around 4 months ago, it was working great for the first 2 months then randomly started having issues where the screen would turn off and fans would speed up to max, This would happen randomly, could be an hour after using my pc or 15 minutes after.
Now recently it has gotten worse and this would happen straight away as I get into windows and after turning off my pc it says “please power down and connect the pcie cables”
If I leave my pc off for a few hours I’m able to get into the bios before the screen turns off and fans go to max.
Also to note the VGA light is on and motherboard light stays on after turning pc off.

I’ve tried many troubleshooting methods except for trying a new psu or a new gpu as I don’t have access to either one.
My temps and voltages in bios are completely normal.
I had just recently updated bios but that didnt change anything.
The pcie cable is plugged in correctly.
I’ve tried the other pcie ports.
My thoughts is it might be a broken pcie cable or my gpu might’ve died.
Any help would be great

Corsair is the brand of the PSU while 650W is the advertised wattage of the unit. We're going to need it's model.

On second thoughts, please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Yes, I bought it used and previous owner was trustworthy and said the power supply is almost new and pc works great, which it did for over 2 months until this issue started occurring.

Yes, I bought it used and previous owner was trustworthy and said the power supply is almost new and pc works great, which it did for over 2 months until this issue started occurring.
Also I just turned turned on my pc and it stayed on for almost a minute before turning off again which is the longest it’s stayed on for a while, also the red vga light was off for the first time and the motherboard light turned off for the first time after turning off my pc.
