GTX 1070 point of bottlenecking

So i currently have a 3.5 ghz quad core CPU from AMD. I've got enough RAM and a decent motherboard. I'm not looking to spend a fortune but I'm willing to upgrade my GTX 660. I was thinking about getting a 1070 mini version to play Grand Theft Auto 5 and newer titles on but my question is, will a 3.5 ghz (non-turbo) quad CPU heavily bottleneck a 1070?

I have an AMD A10 7800, I want to play Grand Theft Auto 5 on mostly max settings at 1080p. I can upgrade the CPU later on to cope with newer games but I'm wondering if that CPU paired with a 1070 will do for NOW.
