I am having and issue where I see sudden, constant drops in Memory and Clock Speed with my GTX 1070 Strix. This happens not only during gameplay, but also during regular usage. Here is a image of what it does in Heaven Benchmark. https://s22.postimg.org/pk2a7a8y9/Gpu_spikes.png
Obviously this causes major stuttering and makes games unplayable. I have updated and reinstalled drivers, done a clean install of windows, changed the power management settings in the Nvida Control Panel and checked all temps. I even replaced the card with a RX480 and that card did not have any problems.

Update: After Running DDU and reinstalling drivers the clock and memory spikes no longer happen but the stuttering still exists. I see the FPS in Heaven drop from 160ish to 0 every few seconds.
