gtx 1070 strix and still lag

i am using gtx 1070 strix oc edition with i5 7400 and 8gb ram and some games stutter during the gameplay is there any solution to reduce the stutter? do i need to upgrade any component to reduce lag?

What game do you experience lag in?
In which situations?
What resolution/refresh rate is your screen?

temperatures are normal.. 40 to 55 and regarding games mass effect, tomb raider 2, my monitor refresh rate is 60hz and i have enabled vsync and locked the gpu at frame rate of 60fps
