Question Gtx 1070 stuttering like crazy

I'll just say this now, I am pretty new to PC's. I upgraded to a Strix 1070 and did a clean install of all of the drivers using DDU, turned power management up, and have not had any luck in figuring out why RE2 and DMC V are all doing this weird stutter effect.

My specs are the following:
OS: Win 10 pro
GPU: NVIDIA GeForce GTX 1070
CPU: i5-4690k 3.5Ghz
Display1: 1920x1080 144hz
Display2: 1920x1080 75hz

you should only have one display in use while gaming...the split refresh rate might be the issue

how much system memory do you have ?

are you on an older spinner disk or an ssd ?

your cpu is also on the low end if running stock...are you overclocked ?

I only use the 144hz monitor for games, typically in full screen. I have 16gb of ram currently. I also use an SSD for gaming. The i5 is not over locked, but I doubt any bottleneck is coming from the CPU.
