Hello. I have a Zotac GTX 1070 8GB. It always had a low clock speed while idle, but today it's stuck at 1518mhz gpu and 3802mhz memory clock speed. I've had this problem before and I fixed it by doing a clean driver install with DDU. This time it didn't work. Nvidia In game overlay is off and power settings is set to "Adaptive". Temperature can now go up to mid 50s ºC. Right now it sits between 36 and 38 ºC idle because I changed the fan speed curve.
CPU: Intel i7 4790 3.60 GHz
OS: Windows 7

What's the make and model of your PSU ? What is the GPU load/usage in IDLE Mode ? Use the GPU-Z tool to check all the GPU parameters. Do you have any BITCOIN Mining Virus on your system ?

Just scan for malware/virus, just in case. Also, open the TASK MANAGER and check what all processes are running in the background. Also, try to reseat the GPU on the mobo's PCI-E slot, and make sure the PSU power cables are connected properly.

You are right about the task manager, after closer inspection I found out some Solidworks' plugin was making the clock speed go crazy. Thank you very much!
