GTX 1070 Texture pop in every game.

I have this problem in every game where i receive texture pops no matter the title and have no clue as to how to solve it. Even in new games like Gears of War 4 i have this issue. I would move closer and then the texture would pop in and load in front of me.

I also don't know whether or not this could potentially be a monitor or hardware issue.

Have you reinstalled the gpu drivers of course doing it with clean install? Also have you been monitoring the voltage and usages at all when the games run?

I used ddu and reinstalled the drivers, and monitor everything but the voltage, but what i have also found is that this issue occurs on other gpus as well when i tested them. SO im not sure if this could be another piece of my hardware failing?
