Gtx 1070 ti getting worse preformance than 1060 3gb

I just upgraded my graphics card on my pc from msi 1060 3gb to zotac 1070 ti mini, i updated all my drivers, and that didn't work so i did a full uninstall and reinstalled them and i have the same problem. before i could play battlefield v on 1080p all high settings with 60 fps and drops to 50 with explosions, and on the 1070 ti i put all of my settings on low and i'm getting consistent 40 fps.
also gta v i'm playing all low and online with 40fps and 30 when shooting and 10 with explosions any help will be appreciated

my specs are: CPU: i5 7600 (non k) RAM: 16gb ddr4 2133 mhz GPU: Zotac 1070 ti Mini,
Motherboard: AS-Rock B250M-HDV PSU: Random Branded 550w PSU

It would take an upgrade, that would be more then the one you have.

An i7 7700 would do it.

my psu isn't branded as i got a prebuilt and upgraded it but its 550w and my gpu needs 500w
 
If you would know the brand/model of current PSU, it would be helpful. I understand the power supply suggested requirements by manufacturer, but real world runs a little different.

1. In this case, run DDU software to do a clean install of drivers. Google it, download it. Do it. Reinstall drivers. Test it.

2. Check temperatures of CPU/GPU. And usage.

Did you do what I suggested before?

i got 113% and average was 115% but i still get low fps in games

no, i didn't do as you suggested as i could not find the settings on windows and nvidia panel

i dont know for sure its a prebuilt and i upgraded but its 550w from cyberpower pc
 


Look at it and post the model number or take a photo of it so we can see what it is.

all i've found for sure is that its a xtremegear psu but there is like nothing online for them

but also i used about 98% gpu usage during the entire thing but on gta 5 i only use about 50 to 60%
 


Sounds like the CPU is bottlenecking the GPU.

well do you know any cheap processors better than the one i currently have?
i have no overclock abilities as my motherboard restricts overclocking

I would defiantly replace that with a good quality PSU.

Those are NOT good.
