Which of the two graphics cards is better and why?
Or do you have any other suggestion... my budget is 650 bucks.

You said you were ok with other suggestions?
1070Ti performance is relative to 2060, and 2060 performs darn close(within 10%) to 2070, while being almost $100 cheaper.

1070Ti is expensive, due to no longer being in production, so unless you can find a good deal on a used card, skip it.

RX 5700 performs on par with 2070, while being ~$100 cheaper. $60 more can get you a RX 5700XT, which tops all those options.
