GTX 1070 ti Windforce high pitched fan noise

On higher fan speeds (40-100%) my GPU fan starts to make a high pitched, almost whining noise.

I've used MSI Afterburner to increase my GPU fan speed when not under load and it does the same thing, so I know for sure that it's my GPU fan causing the sound. I've fiddled with different speeds and I've figured out that on lower speeds it occurs in regular intervals, while with higher speeds the noise blends into a constant whine. So it seems that this is occurring with each rotation of a fan.

Is there a possible way to fix this without sending the card out for repairs?
 


Please bear with me as this is the first time that I have encountered such an issue. But I was under the impression that coil whine occurred with the card itself rather than its cooling?
 
If it isn't the cooler failing and is actually coil whine, have you overclocked the card and/or are you limiting the FPS using V-Sync/Adaptive Sync/FPS lock? Some cards can exhibit coil whine if you overclock too high, and another common occurrence can be when the card is trying to push out extremely high framerates. I have the same card and haven't experienced any issues so far except very minor coil whine if i leave the FPS on unlimited and it pushes past 1000+. Hope this helps! :)
 


I generally use V-Sync as often as I can, unless certain games have issues with the setting (mouse sluggishness/stutter) and the issue still occurs. I apologise if I didn't make this clear enough earlier, but the sound only occurs when the GPU fan is spinning faster, regardless of if the card is under load (I've forced the fan to run at 60-90% speed when my system was idle). The card is also still running at stock settings.

An irrelevant question, are you S1R CORSA1R on steam? I think I know you through a mutual mate of ours.
 
In that case the cooler might be failing, what is your system airflow like? I've never seen mine go above 40-50% fan under load and it peaks around the mid 60s Celsius. If you're temps are fairly good, you could try a custom fan curve that isn't as aggressive but try keep it below a maximum of mid 70s or so Celsius. Otherwise, you might need to optimise your system airflow (case & fans) or alternatively return/replace the card if it is still under warranty, which it very much should be.

I'll have to check what my fan speeds are, but I know that they run at around mid speed when gaming, I've ran the fan at higher speeds which caused it to be significantly louder. My temperature already peaks at around the 70s, so I'm not sure that I have enough room for lowering speeds. While I haven't done this for the purpose of getting better airflow, I have also played with my side panel off and the fans had run just as fast and just as cool.
