So i bought a prebuilt with a ryzen 1700x and a rx 580 4gb card im wondering if i upgrade to the 1070ti will there be any problems like bottle necking? or anything crazy also i have a b350m tomahawk motherboard

Motherboard will not limit the performance of graphic card. Ryzen 1700x is also a fast CPU and will perform just fine with your B350 Tomahawk.
Using a 1070 ti will not give you any bottleneck problem. Go for it.

Just make sure you clear the system of any amd video drivers using DDU before taking out the 580, the system could respond funny to the 1070ti if you don't
