I am going to be building a new computer but I’m not sure if I should get the 1070 since it is 3 years old or the 2060. Can someone help?

The 2060 will outperform the 1070. In most cases the 2060 will be a better choice. Used 1070s will be generally a bit cheaper than new 2060's, but they're obviously not new anymore. If you're building a new system, I'm going to guess that the 2060 will be a better bang for the buck and will also be more futureproof.

You can also look into a new GTX 1660 Ti. They're a bit cheaper than the RTX 2060, but perform a little less and lacks the ray tracing capabilities.

In your case I'm expecting the GTX 1660 Ti to be the best choice. Unless you specifically want the better performance of the RTX 2060 or the ray tracing capabilities.

As @SkyNetRising posted, new 1660ti is about 1070 and 2060 is like 1070ti.

It all comes down to the pricing and budget. Used 1070's can be really cheap sometimes (like 200$), so if You are on budget, You can go for one. Just make sure it has some valid warranty.

As for new cards, 1660ti and 2060 are kinda similar price/performance, but 2060 seems to be a better choice for me (it's only 50$ more and it will last for longer and will give You more fun).
