GTX 1070 vs. GTX 1070Ti

What's the difference? The 1070Ti is only $10 more, but the core clock is more and the boost clock is less. Can someone explain this to me?

1070 ti has lower clocks, because NVidia decided that manufacturers can't make factory OC on them. But you can do it. Overall, 1070ti is always better then same model of 1070, because it has more CUDA cores - and if you OC it, it goes into 1080 territory.

Do you need anything extra to overclock a GPU? My system consists of an i7-4790k, Hyper 212 EVO, 16GB RAM, and a ASUS Z97-AR. Thanks

Your system will support a 1070ti just fine. You don't need anything special to OC a GPU, just some free software.

The overclocking is pretty simple, just a matter of raising the clock speed, testing, then increasing voltage as needed to maintain stability. Another incredibly simple way of overclocking (good but not as effective as manual OC) is downloading EVGA PrecisionX (or MSI Afterburner) and adjusting the power limit as high as it will go (also setting a thermal limit and custom fan curve) and allowing Nvidia GPU boost to essentially overclock the card a bit higher above the factory overclock.
