GTX 1070ti reaching only 60fps on any setting

My specs include:
GPU:GTX 1070ti
CPU:Ryzen 5 2600x(with the stock cooler)
Motherboard: Gigabyte AB350
RAM: 16gb 3000hz
Power supply: Corsair 650w

I just upgraded from a Fx-8350 and gtx 960 and pretty much replaced all parts apart from the power supply.

Now on all games that i have tried (BF1, Witcher 3, War thunder ect...) i cant get above 60fps. My GPU usage doesn't seem to go above 40% usage ever, while my CPU reaches up to 60% when running the games at ultra.
I have a 60hz monitor, but even with vsync off or if i change anything else, i can even put the games on low i still don't reach over 60-62 FPS. I have switch the power settings on the Nvidia control panel to high performance and it made no difference.
Please help

It makes no difference if i turn the vsync off it changes nothing

Try changing the power options in Nvidia control panel.
Adaptive tries to match frame rate to monitor refresh rate.(totally different than V-Sync.)
I set mine to Prefer maximum performance.

I tried this it did not make a difference

check ingame for a fps limit? either way why is it a problem if u only need 60fps. dont worry about it if u dont have to

I tried that as well but again it made no change. I know it wont really make a difference however i spent a decent amount of money on a good PC and i know that it can do better than 60fps and its not reaching that potential.

Are you applying Nvidia settings.
If you just click on it and close nothing changes. You must click apply at the bottom of the page.
Turn off V-Sync. Set power to prefer maximum performance and scroll down and click apply.

Did you do a complete windows re-install.
Or is this the same windows install from your old build?

i spent a decent amount of money on a good PC and i know that it can do better than 60fps and its not reaching that potential.

Did you reinstall windows after motherboard change?

Its the same windows as before. I was thinking about doing a reinstall but i wasn't sure if i needed to

Yes, do that.
And don't forget to install motherboard chipset drivers first.

You download drivers from motherboard manufacturer support web site.

Oh okay and its just the gaming not gaming 3. So once downloaded do i have to do anything more than just running an exe?

1st you unzip the archive, then run setup executable.
