Question GTX 1070ti runs poorly

So I have a new pc since January of this year and I have been noticing some lagspikes.

GTA Online runst at 60fps with a 75hz monitor and sometimes even drops to 50fps. This is weird as I am only using 2,5gb of vram of the 8gb.
I had to lower some settings which is not expected from this powerful graphics card + it seems like the cpu does alot of work spiking to a 100% and the gpu remaining 30%



Specs: Asus Cerberus GTX 1070TI
Intel core i5 9600k
Corsair vengeance 16gb 3200mhz

Monitor: 1920x1080 75hz

The OS is fine.(updated yesterday) The CPU temps max at 70c and I have a Cooler Master masterwatt 650 bronze certified
