GTX 1070ti safe temp?

I've been running PUBG avg 70*C but recently after having coil whine it seems like getting up to 75*C at 71% fan speed (not budging from there). One more thing, the temp stays at 75*C when I'm in lobby (not in matchmaking yet), so pretty much when I open PUBG it goes up 75*C gradually even when I'm not playing the match.

idle temp is 56-58*C
Any clues about this situation? or is it normal and I'm being a paranoid?

I reckon you'd need at least two intake fans. Don't forget that the power supply unit and video card also exhaust air. Therefore, you have more active air going out than coming in.
what does your case intake/exhaust setup look like? more often than not the airflow surrounding the GPU have a lot more to do with the temps of the card than the fans GPU fans themselves. if you have a balanced system then I would say that your temps are a little suspect, but your temps at load are fine so there's not a whole lot to worry about.
 
idle temps are higher then i would keep mine at. as stated earlier 75 is safe but again a little high. i would use msi afterburner to underclock and up the fan curve just a bit. this will lower power draw and thus heat output. idle temps are about 10C higher then they should be but the fans could be shutting off to lower volume. this is a feature on some newer cards. if you are really concerned put a fan blowing on the gpu and check if the psu or cpu are exhasting in to the gpu.
