any help would be gratly appreciated, been at this 2 days & this is my CAD work system...cant be down much longer.

What's not installing? Gpu is plugged into the slot, powered from the psu. Any copy of nvidia drivers for gtx1080 (windows10 x64). Should install with no issues. Nvidia drivers can be found at nvidia.com, got nothing to do with Microsoft or Windows other than picking the right OS.

Apparently i'm not the only one with this issue as a quick google will give a lot of similar issues with window 10 and 10 series cards 1060, 1070 1080- that being said everything is good, I have installed dozens of cards, this one has me stumped. Card is good - (works on other system) everthinng checks out, but will not install from disk or nvidia site.

Maybe check the Windows Defender. Since this last update (it was the April I just installed) it seems everything now gets a halt put on it by Defender. Took me 20mins to figure out as I had notifications unchecked, I just happened to be looking at other software that wasn't working on startup and saw the blinking shield.

Many ppl with win10 and 9series cards or newer tend to have issues with legacy bios on older mobo's, a common issue all over Google. As new as your system is it shouldn't have any hardware incompatability at all, even closely related to bios, or compatability with installed drivers, so my assumption is that it's a setting either in Defender or UAC or similar that's preventing this.
Maybe AV. Some other issues are due to ownership, so might try running Driver Deleter Utility (DDU) from guru3d.com (in safe mode) first, to remove any prior nvidia attempts and associated fikes/registry links.
