GTX 1080 at 1700 mhz on idle?

I've been running a single 1080 for a while, but today I added in my old 750 so I could get my second monitor running again (I will be taking it back out once my adapter comes in the mail.) However, in the meantime, I've dedicated the 750 to PhysX, but the 1080 is still clocked very highly, and I don't understand why.
 
Solution
I just had this after a driver update. Under "Manage 3D Settings" make sure that the global setting for power management is set to "Optimal Power". Use the individual game tabs to set to "Prefer Max Performance". This fixed it for me, also I never changed it *shakes head*. Unless there is some setting regarding dual adapters messing with it?
