[SOLVED] GTX 1080 clock speeds fluctuating alot, is this normal?

My cards clock speeds are fluctuating a lot in idle, yesterday the speeds were stuck at base clock, so i uninstalled drivers and reinstalled, seems to of fixed that but now it fluctuates like crazy, it will stay low for like 5-15 mins but then start going up and down again.

What may be happening is a power issue. Your GPU will lower its clock speed when it doesn’t get enough power from PSU or its getting to hot. This happens for several reasons:

1. PSU is not putting out enough watts to supply the whole system under max load.
2. the gpu is getting to hot and it will lower the clock speed and power consumption to bring temperatures down.
