Question GTX 1080 doing worse than RX 580 in CSGO

Hey guys, so I bought a second hand GTX 1080 ( the Inno3D 1080 X2 ) to replace my Sapphire nitro RX 580. Right before the upgrade, AMD released their new drivers which saw me get a steady 280 frames per second with my Ryzen 2600 not overclocked. The GTX 1080 is getting around the same but constantly dipping to sub 140, like every other second. I have checked around all the settings, both in CS and nvidia control panel. There are also no heating issues. The Bios seems up to date, so I dont know what exactly is going on. Anyone have any ideas ? Thanks!

Edit1: I did remove the AMD drivers with DDU and dont think that is the issue.
 
i heard there was issue with CS:GO recently causing performance issue on nvidia GPU. so make sure you have the latest driver and latest patch for the game. in nvidia control panel you can set the GPU to run the game on maximum performance instead of optimal.

drivers are up to date and settings are on maximum performance :/
