I have upgraded my GPU to Gtx 1080 FE and the first problem that i have is that the Gpu usage is extremity low 15-50% while my cpu is at 30%, i have I5-8600K. i am playing on 1080p 144z monitor, i know its an overkill and people say that gtx 1080 is not designed for that rez so that is why its ruining at low gpu usage but i have seen people with same set ups having no problem runing at 80-99% gpu usage with more that 200fps at most games. te second problem is that the card starts making a buzzing noise when its in a game, i have heard that it could be a coil or something, is there a way i can remove this noise?

It does have better gpu usage but still the fps is the same and its sometimes even lagy

i am playing Rust i get 90-120fps with 40-50% usage while cpu is at 40%, rainbow 6 is actualy performing good 180-280fps with 70-80 gpu usage, cs go was the worst 80fps 15-35% gpu usage. i have dona that already, all is set to max performance, set in power plan and the nvidia control panel

Another thing to check is the PCI Express Link State Power Management Setting in the Advanced Power Plan settings. Make sure that it is turned off.

As to the coil whine, it is a pretty common problem with the 1080 and 1080ti, and the only thing I know to do is reduce settings that strain the gpu. Turning on vsync should help.

Yes it is off, i have reinstaled the gpu drives and even the os, updated my BIOS and nothing helps

about the coil, is there a chance nvidia would replace the card as it has 1 year warranty?

You can only RMA parts because of defects, and some consider coil whine to be a common side effect that does not affect performance. You should definitely call and ask. It's worth a shot. Some people actually fix their coil whine by replacing the psu, but it really just comes down to luck. Some gpus have it and some don't. Also, some are louder than others.

Now that I think about it, what psu are you using?

600w power supply

Download GPU-Z and go to sensor, and double click PerfCapReason on this

and post back with screenshot.
Try loading optimized default in bios , save&exit.

The trick is , which PSU you use? 600W is not enough to say,
I know for sure that 1080 Ti needs two connectors, are you using single cable to provide power to those 2 connectors or?
http://www.userbenchmark.com/ do the bench and post results back with a link.
I see that you have only 8GB's of ram, I know that sometimes pagefile can do these stuff, you can by running any Heavy game and checking HDD/SSD activity by Disk usage.

i have 8gb of corsair 3000mhz do i have to buy the exact same other 8 gb sticks or i can use different brant and fifferent mhz?

i played fallout 4 the other day and i had 98% gpu usage and 280-300fps and same with rainbow 6
but pubg was running at 90-110fps and low gpu usage but for some reason today i have 160-220fps and i have changed nothing, why is that? im not sure about the ram not being enough.
