[SOLVED] GTX 1080 having problems

Specs:
GTX 1080
Core i7 6700t
16gb ddr4 ram
800watt psu

Problem: I am trying to play Warzone and no matter what, the only way i can get almost 60 fps is by putting everything to the lowest settings possible. Even then, i get around 55-65 fps.
When i look in the control panel, my gpu will be around 5-35% usage while my CPU will be around 100%. I have tried going through my nvidia control panel and changing those settings to what I could find online. I also tried making a new power plan towards what I have been able to find online. I have tried re-installing the game and i have tried re-installing my Geforce drivers. Please helpme.

Your issue is the CPU at 100%. The card needs pre-rendered data which it struggles to get from the CPU.
Check what takes the most CPU time in the task manager and focus on that.

Edit: 6700T is a low power skylake, it is running cold at the cost of the performance.
