GTX 1080 Low GPU Usage on All Games

I need help!! My system is comprised of an i7-6700k overclocked to 4.4 ghz, a GTX 1080 FE, 16 GB 3000 RAM, a Corsiar CX-750m 750w psu, an MSI Gaming M5 mobo, and a couple of samsung 840 evo SSDs. My GPU usage is very low and I cannot find a fix to save my life. I've overclocked the CPU and the GPU and nothing is working. I'm only getting a max of 30% gpu usage when I run any game and while that stays the same, my CPU usage doesn't want to go over 65% so I'm having trouble believing its a bottleneck. I don't know if it is a driver issue or what but I have an acceptable PC that cant run games over 40 fps on a 1080p monitor. I've run everything on stock clock speeds, I've tried switching PCI slots, I've made sure my RAM is using the right channel, I've tried switching monitors, I have uninstalled drivers and reinstalled, and I've searched tons of forums looking for a solution and nothing is working! Someone please HELP! 🙁

Fixed problem with my gtx1060 (it was always at 56% Power Limit, GPU utilization)
Check Power Saving Plan of your windows / Advanced Params / PCIExpress / turn off power saving.

That is the first thing you should do when having major issues with performance. OC's can cause issues. You want to eliminate the possibility of an unstable OC before anything else.
 
If anyone experiences this problem still, let me offer you the solution that worked for me. This turned out to be a CPU issue where the CPU was severley underfeeding the GPUs in my PC. To fix it, try to stabilize your CPU PERFORMANCE by setting your CPU clock and ratio of core clocks to static or fixed (not dynamic) and turn off Enhanced Intel Turbo Boost or EIST to achieve the most stable CPU state (These settings can be found in your BIOS OC settings most likely). I got the most eye-opening and dramatic differences in GPU performance, and it was like night and day. Hope that helped!

So I had this problem IDK if you solved it or not but what i did was go into the bios and check if your ram is running at a slower frequency than what you originally set it to. I noticed mine were running at 2133mhz (RipJawsV) when it was supposed to be running at 3200mhz. I overclocked it and problem solved.
