I have this problem since I got my GTX 1080 a year ago where its not performing as good as it should, performance wise, bad framerates and stutters
Overwatch Epic settings with the 1080 in my rig: ~120 fps
Overwatch Epic settings with the 1080 in my brothers rig: ~220 fps
Overwatch Epic settings with my brothers 970 4GB in my rig: ~100-120
Far Cry 5 highest settings with the 1080 in my rig: ~40-50
Far Cry 5 highest settings with the 1080 in my brothers rig: iirc ~80-100
Black Ops 3 highest settings with the 1080 in my rig: ~70-90
Black Ops 3 highest settings in my brothers rig: ~110-140
Monster Hunter highest settings with the 1080 in my rig: ~60-70
Monster Hunter highest settings in my brothers rig: 80-100
I even tried my GPU with my borthers PC, we have pretty much the same specs and it performed way better, the funny thing is that his GTX 970 runs better than my 1080 on my rig.
The only thing that I can think of is that my mainboard is not giving enough power to my GPU.
I've tried a lot of things already.
Things I've tried with no success:

I've tried a lot of things already.
Things I've tried with no success:
Remove the my CPU Overclock to stock
Adding 2 more fans to my a CPU fan and case
Reinstalling Windows 10
Removing GPU-Drivers with DDU and installing them again
Change RAM slots form 1 & 3 to 2 & 4, try only one RAM and tried my brothers RAM (One interesting thing that I noticed is, that my motherboard doesn't detect my 1600 mhz RAM it only detects it as 1333 and to get 1600 I have to activate XMP to get them to 1600, but it did detect my brothers 1600 perfectly without no XMP.)
Updated my Bios
Removing my Monitor overclock back to 60hz
Tried my brothers PSU

GPU: Asus ROG Strix GeForce GTX1080 8GB
RAM: 16GB Corsair Vengeance LP DDR3-1600 DIMM
Mainboard: Asus Z87-K Updated to the newest version
OS: Windows 10 Version 1803
Monitor: HP 1080P Monitor
Hard Drives: 1x Crucial MX200 250GB SSD and 1x 2TB TOSHIBA P300 HDD
PSU: 700 Watt Cooler Master B700
Brothers Specs:
CPU: i7 4770K @stock
CPU-Cooler: Be quiet dark rock cooler
GPU: EVGA 970 Phantom 4GB
RAM: 16GB DDR3-1600
Mainboard: Asus Z87-Pro Updated to the newest version
OS: Windows 10
Monitor: 1080P Monitor
Hard Drives: 1x 250GB SSD and 1x 1TB HDD
PSU: 630 Watt
