gtx 1080 overheating

I have an EVGA gtx 1080. It usually won't go over 69-71 max when overclocked and gaming. recently it started to go to the high 70s and even low 80. When idle it's at 3-5% utilization (according to task manager) and is 35c when fans are at 40%. When fans are off (as they are when The computer is turned on with no precision xoc running) it starts at 45c. I've never had these numbers before so I was wondering what could've happened.

Last year I opened the card to put EVGA's thermal pads on it, as EVGA recommended. But everything was ok 2 months ago. I thought it might be a virus but the card isn't utilized fully by some program. Do I need to open it up and re apply thermal pads and paste?

First and easy thing to check is if the fans (all of then) are still working or if one is faulty... ? Sound simple compared to what youve tried but you just never know !!!

Also, can you list your PSU please ?

both fans are working. my PSU is a Seasonic M12-750W

in general my setup is: intel i7-6700k EVGA Geforce 1080 SC 16GB corsair Vengeance RAM ASUS MAXIMUS
