GTX 1080 playable but bad performance

I recently bought a new EVGA GTX 1080 sc and it hasn't really been peforming that well. I have been trying to get similar perfomance to systems with the same specs but to no avail. I did a clean driver update at the start and updated my bios a few days ago. all temps are also fine and speeds and usage are also fine.

Some Benchmarks:

Rainbow Six Siege :
- min. 52.2
- avg. 67
- max. 92.8

GTA 5 :
- min. 45
- max. 100

-i7 4790K
-Z97 HD3 (rev. 1.0)
-EVGA GTX 1080 SC / ACX 3.0

-64GB SSD (OS)
-265GB SSD (Games)
-512GB SSD (Games)

try turning down some of the effects on rainbow six, hbao and such... Ive got a 90 FOV, same card and with my settings im getting min 90 average 120 and maks 150.

have you monitored the temps? the card throttles down under too high temps

ok but that doesn't fix the main problem and yes they are fine about 60 on the gpu and 50 on the cpu when they're under load.

What kind of PSU do you have?
As BringerOfTea said, what are you're clock speeds when gaming?
What resolution are you running at and lastly what are your graphics settings for your games?

Also, a full system spec sheet would be nice.
i.e. - OS, ALL hardware in your system such as mobo, cpu, gpu, psu, RAM (speed and CAS) etc.
and also make sure that you properly have updated directx packages. I recommend downloading and installing the directx SDK to make sure that you have ALL directx files on your system for maximum compatibility.

You can use EVGA Precision X OC software to monitor your card.

It does and yes those are fine for both the gpu and cpu.
