GTX 1080 running at oddly low fps

I recently upgraded my GPU from a RX 470 to a GTX 1080. After a couple months with the new GPU, I noticed little to no effect on my fps, and noticed more stuttering and frames dropping. I have tried the following:

-uninstall drivers and clean install with DDU (also tried old drivers)
-updated bios
-reseated the gpu and swapped Pcie slots
-tried using the PC with only one monitor

I also ran 3DMark, and my score was nearly 25% worse than the average for the same setup that I have.

My system:

Ryzen 5 1600 @ 3,2ghz
16gb Corsair Vengeance DDR4 @ 2666mhz
Asus Strix GTX 1080 8gb
250gb Corsair SSD + 1tb Seagate 7200RPM HDD
700W Enermax 80+ Bronze PSU

Monitors:
Samsung LC27FG70 1080p 144hz (main)
BenQ GL2450HM 1080p 60hz (secondary, running at 30hz since its for internet only)
 
Double check that the old rx 470 drivers were completely removed. Also try resetting your CMOS if you haven't since upgrading the gpu. It may have retained some of the info from the old card. This might sounds obvious but you should also double check that your main monitor is plugged into the gpu. You'd be surprised by how often people plug it directly into the mobo on accident.

Does task manager have any useful information such as the cpu, hard drives, or ram running at 100% while everything else is low?
 


I checked the drivers, and I reset my CMOS right after upgrading the gpu. Also the monitor(s) are plugged into the gpu ofc. Here's a screenshot of task manager while Destiny 2 was open and I was playing:

don't worry so much about that score as most people are oc'd like crazy when benchmarking, on your main monitor go into nvidia control panel>vertical sync setting. set it to FAST. then make sure that your fps arent capped by Riva tuner or in-game settings. does that help?
 


Swapping the control panel settings helped with the dropped frames and slightly increased fps, still im getting only 60-70 fps on Destiny 2, with graphics set to between low and medium. (Not sure if accurate, but I read a benchmark that stated that a GTX 1080 should get to 120-144 fps in D2 with everything maxed out while 1080p).

Edit: double checked, there are no fps caps on game or system side.
