Gtx 1080 ti bottlenecked?

Hello, I'm currently running an i5 7600k at stock speeds and a gtx 1080 ti from evga. I was wondering if my 1080 ti was actually being bottlenecked because I'm playing at 1080p. I've seen people use my same exact setup and get better frame rates (350-500). For some reason I am only able to run cs:go at around 100-150 at 1080p. Basically what I'm trying to ask is if playing at 1080p is causing my gtx 1080 ti to become slower giving me lower fps?
 
Solution
When you run at lower resolutions and settings the FPS becomes more dependent on the CPU as the GPU has less of a load to calculate making for more frequent calls to the CPU for pre-rendered frame info. At higher settings the GPU comes into play more. So yes, gaming at 1080p could be slowing you down.
