GTX 1080 Ti FE running at 95C in Witcher 3 with only 5 minutes play time.

My questions are:
1: Is it normal, with liquid cooling, for my GPU (not overclocked) to run at 91C when playing a graphically intense game like The Witcher 3? I have ultra-settings ON and Hairworks all OFF.

2: Is The Witcher 3 so intense that I'll play the game and have 120fps for a few minutes and then all of a sudden it will drop to 14-22 fps and get even lower (I think it's due to the temperatures)???

I've been doing my research and all the answers point to this:

My GPU shouldn't be 91C (due to the limiter that's supposed to be built onto it), and my FPS shouldn't be dropping to 14 playing on a 1080p on ultra settings.A liquid cooled 1080TI FE should be running in the 40-65C even at ultra settings. This shows the card only reaching temperatures of ~84C while 4K and benchmarking.

As far as FPS according to PCGAMER I should be running upwards of 94FPS on a 1440p Ultra/High Settings

Ok so I just got this new rig a few days ago from Cyberpowerpc, probably my first mistake but I didn't want to buy the parts over a year or so...

TECHNICAL SUPPORT at Cyberpowerpc says that card can't handle The Witcher 3 on Ultra Settings and since its pushed so hard that it's going to be that hot and not run well. SO there's no problems there I'm just an idiot for playing it on ULTRA.

Oh yeah and side note, my wiring under the Reservoir is frayed and sparks if moved even a bit. Guess thats another problem to check out.

EDIT:
PLayed Witcher 3 for about 5 minutes and FPS started in the 90s and slowly dropped down to 20s over a 5 minute play time. I even dropped the settings to medium and it was still that low. Then I looked at my temperature gauge outside of the game and i was running at 94-95C during the majority of the playtime. From 12:53PM-12:57PM with GPU usage at 99%

Definitely get a claim with them if problem isn't obvious on close inspection. I have a 1080 FE w/ full-cover block, and OC'd it runs at 41C max with ultra settings, 4k, ect. Also, are both the CPU and GPU cooled by a single 240mm radiator? If so, thats a lot to ask for a 250w GPU and 95W CPU to get low temps. Still, shouldn't be that hot.

They're straight-up lying to you. Demand they install things correctly at their expense or return it and if they still fight, it's time to take it to the credit card company.

^+1 Obvious warranty claim.

Couple of points though.
If there are no warranty stickers on the screws, pop off the side panel and check the pump is working, it may be the cable just worked loose in transit.
Obviously there is coolant in the reseovior?
If all else seems well, there may be an airlock in the system, try lifting one end and giving it a gentle shake while it's running, see if any air is expelled into the res.

Alright I appreciate all the feedback from everyone. I called back the technicians and I spoke to someone who actually pretended to care. Anyway, I'm getting it shipped back so they can fix it.

There was also a problem with a frayed wire running out of the reservoir that was causing sparks so they're going to fix that too.

1LiquidPC-I'd post a photo or two, but not sure how to do that on here. But it's a straight hard line liquid system cooling both CPU and GPU, so maybe I should upgrade the radiator from a 240mm to 360mm??
