(GTX 1080 Ti) MSI Afterburner power limit actually decreasing power intake when raising it

As the title says, I own an MSI GTX 1080 Ti DUKE and when I am at full load and leave the power limit alone my tdp is roughly 100% (Under load)

BUT, when I raise the power limit (Screenshot: https://imgur.com/a/qVFXz) for a moment it does well and the power goes above 100%*What I want*. But shortly after it actually makes the power consumption go way down.(Screenshot: https://imgur.com/a/hm9X8) This limits my performance. I do not care how much power I am taking, I want to get the absolute most out of the card so when I try to raise the power limit and it does the opposite of what it is meant to do I am very confused.

No I did not adjust voltage whatsoever, only power limit

Sounds like you also increased the heat produced and the GPU is throttling to protect itself from permanent damage.

Are you trying to achieve optimal gaming or mining performance?

I use this PC for mostly gaming but mining as well. I changed the fan curve so that it basically never goes over 70c so I know that can't be it.
