Question GTX 1080 Ti negative usage and soft lock ?

Anyone know what’s happening here, my video encode and decode go to -1% and task manager reports 100% gpu usage but the card doesn’t heat up and HWmonitor reports everything as normal but this causes windows to soft lock forcing me to restart. Any help would be appreciated

I know it's not very reliable but it locks up my pc forcing me to restart, task manager seems to be the only application that realizes that something is wrong although it does seem a bit confused.

it probably mean it can get a reading on the gpu. like TTT66 said, what were you doing?
full system spec? include brand and model of the psu

Asus ROG Strix 1080 Ti
NZXT X63 Kraken aio
2x8GB Corsair Dominator Platinum RGB @3200mhz
Samsung 250GB 860EVO, 1TB 860QVO, Western Digital Blue 4TB HDD (all sata drives)

It occurs whenever the screen goes to sleep and I wake it up. I have tried wiping the GPU drivers with DDU to no affect.
