GTX 1080 ti perfcap

I have a 1080 Ti in my gaming system and the frames seem okay for 1440p I was watching everything in GPUz while gaming and running heaven 4.0 and the perfcap goes from pwr to vrel to idle under load. When it goes to idle the core goes from around 1850 to 1780 MHz. Is this normal or is something wrong with my card/PC. I use msi afterburner if that makes a difference and the latest nvidia drivers and bios version.

System specs.
GPU: GTX 1080ti founders.
CPU: i7 8700k all cores running at 4.7
CPU COOLER: Noctua u14s
PSU: Corsair rm750x
MOBO: Asus z370-a
RAM: Corsair vengeance ddr4 3200 MHz

This is an educated guess: I believe that the card is implementing its hard-coded safety mechanism to prevent overheating a melting. You could try working on a more aggressive fan profile and monitoring temps during benchmarks. <-- This is not an answer, but a guess. If it works then I guess I know what I'm talking about.

I dont think it is overheating since it only get to 70 degrees under full load and doesn't show thermal issues on perfcap. It happens before a scene changes in heaven and also happens while in game playing pubg and call of duty as well as in 3dmark time spy.

Not normally but sometimes it does stutter when it drops to idle. Whats weird though is when it does drop to idle for a few seconds the core clock is still above 1800.
