GTX 1080 Ti Preforming Below Expectations

I recently built a computer using a GTX 1080 Ti and the performance in games is extremely weird. Low FPS in games that the GPU should be able to handle, for example, 20 FPS in rust on lowest settings or 60-70 FPS in CS:GO. The GPU is being utilized 100% when gaming.

As I was observing the task manager for my GPU I noticed that while playing games (and while the GPU was being utilized 97-100%) that the GPU memory and dedicated GPU memory was only around 1.2 GB / 11.0 GB. Could this be the problem and can it be resolved?

I am inexperienced with graphics cards in general so I am not sure if the GPU memory is supposed to be doing that.

Things I have tried that didn't work:
- Re-installing drivers (even with a clean install)
- Checking with MSI Afterburner and GPU-Z
- Switching NVIDIA 3d settings
- Computer power saving mode changed to performance
- Checking utilization of GPU

System:
- CPU: Intel - Core i7-8086K 4GHz 6-Core Processor
- GPU: Asus - GeForce GTX 1080 Ti 11GB STRIX GAMING OC Video Card
- Motherboard: Asus - ROG Strix Z370-H Gaming ATX LGA1151 Motherboard
- Memory: Corsair - Vengeance LED 16GB (2 x 8GB) DDR4-3000 Memory
- Monitor: Acer - Predator XB241YU 23.8" 2560x1440 165Hz Monitor
- PSU: SeaSonic - FOCUS Plus Gold 650W 80+ Gold Certified Fully-Modular ATX Power Supply

If possible, update GPU BIOS and use performance mode from power options (if reverted back) and disable any power saving you have, both windows and motherboard BIOS.

Also, test on another PC to rule out your PSU/cables and other parts.

If these don't work, you might need a replacement.
This is a littlebit weird to be honest.
Your Memory should be at around 2000 mhz and your GPUCore should be around 1700 to 2000 mhz.
GPUZ does say that you hit the powerlimit 24/7 (thats the green line).
It is "okay" if the GPU is only using 1,2 GB but that your Memory and GPU Clocks are that low is really weird.

Check Afterburner please and if you can Raise the Powerlimit there.
Also double check if you plugged in the 2X8 Pin Power connector to the GPU.

For some tricky reason the Powerlimit is somewhere between 20 to 30% instead of 125...
Therefor your GPU ist just running at 150mhz...

I would suggest you try to reinstall the Nvidia Driver and take a look for Windows updates.

Did you buy this Card new or used?
It kinda looks like the Card is running in Safemode due to power issues, maybe a bad Shunt Resistor, but this is just a speculation.
 

I bought the card from Newegg (link here) new.

Do you suggest I ask for a replacement from them or do you believe the issue isn't hardware-based?
 
If reinstalling driver and checking for updates doesnt fix the problem, then i think it is hardware-based.

I was checking some other solved threades with same issues and it seems like that reinstalling driver did help.
In another thread they had to modify the bios but i wouldnt to that as long as you can ask for a replacement since it would void your warranty.
